Winkler Mayor Martin Harder and Morning Show Co-Host Chris Sumner connected over the phone Wednesday morning for another In the Mayor's Chair. The Mayor's State of the City Address Thursday during the Winkler and District Chamber of Commerce annual meeting was one of the items on the conversation list.
