The following is the Winkler Police Service Report for the period of June 30 to July 9, 2017, as submitted by the department.

During this time period our police service opened 86 files. The following is a cross section of what transpired.

June 30 – Police received a call from Ambulance Dispatch requesting assistance with a male who appeared intoxicated sitting inside a vehicle on the 7-Eleven parking lot. Upon further assessment, the male was not found to be intoxicated, however did appear to be under the influence of some form of drugs. Paramedics waited with the male until his mother arrived on scene.

A complaint was received from Tempo of three males who attempted to use fraudulent credit cards at the store and had just left the store on foot. Police attended to the area and located the males inside a nearby store. One of the males was arrested for Possession of a Stolen Credit Card.

July 1 – While on patrol, officers approached a group of five males who were standing beside a parked vehicle on the Winkler Arena parking lot. Upon further inspection, empty beer cans could be seen inside the vehicle, along with another beer can which was found to be partially full. A search of the vehicle also resulted in the discovery of marihuana and Percoset tablets. The driver/owner of the vehicle was issued a ticket for Carry Liquor in a Vehicle, and was arrested for Possessing a Controlled Substance.

July 2 – An anonymous complaint was received reporting loud, angry yelling and screaming coming from a nearby residence. Police attended, and the parties involved confirmed they had been arguing prior to police arrival. Police were satisfied that no assault took place and a verbal caution was given for Breaching the Peace. Good cooperation was received from all.

While on patrol, police observed a vehicle with its lights on parked behind the Southland Mall. Police approached the vehicle and spoke with the two occupants. Officers detected the odour of marihuana coming from inside the vehicle, and subsequently located a small amount of marihuana and related paraphernalia. Both parties were given verbal warnings for the possession of marihuana, and released at the scene.

July 3 – Police received a report of an online scam involving the purchase of a pit bull dog. The male complainant reported he paid $675 US via Western Union to the seller of the dog. The seller then requested an additional $2000 to pay for a crate to ship the dog from Virginia, USA to the buyer. After speaking with bank staff, the male was strongly advised to not send any more money to the seller. The male requested a refund from his bank of the money he already paid, however as the money had already been withdrawn by the recipient, a refund of the money could not be issued.

July 4 – Several reports were received of a female hanging out of the window of a vehicle driving along Main Street. Police attended to Main Street and observed a female waving her arms and standing up through the sunroof of the vehicle. The vehicle passed in front of police with the female still standing through the sunroof while yelling and laughing loudly. Police stopped the vehicle, and a ticket was issued to the driver of the vehicle for Permitting Riding on a Motor Vehicle in a Dangerous Manner, while the passenger of the vehicle was issued a ticket for Failing to Wear a Seatbelt. Both females apologized for their actions.

July 5 – Police received a call from Ambulance Dispatch requesting assistance with a male subject who had reported taking cocaine, and was now suffering from chest pains. The male was not willing to provide police with any information as to where or from whom he received the drug. Paramedics confirmed the male had a very high heart rate, and transported the male to the Boundary Trails Health Centre for observation.

A complaint was received from the Days Inn requesting police assistance with removing a female patron who had barricaded herself inside one of the hotel rooms and was refusing to either exit the room or pay for another nights stay. Police attended, and after learning that the female did not have the funds to pay for another nights stay, advised the female she was required to leave the building. After packing her belongings, police escorted the female out of the hotel room.

Police received a report from a woman who was the victim of an email scam. The woman reported that she posted an item on Kijiji for $190. The female was contacted by a buyer who requested to purchase the item. The buyer stated he deposited $300 into the seller’s PayPal account, and subsequently the seller shipped the item to a Philadelphia address provided by the buyer. To date, the seller has been unable to access her funds.

July 6 – At 12:15pm, a female called police to report that a vehicle had just driven into her residence. Officers attended the scene, and spoke with the driver of the vehicle, who stated that the floor mat was stuck under the gas pedal and she was not able to stop the vehicle. The driver also stated she may have accidentally pressed the gas pedal instead of the brake pedal. There was minimal damage to the vehicle and to the residence. No charges laid in this incident.

July 7 – At approximately 2:30pm, police received a report of two dogs inside a vehicle with the windows closed on the Walmart parking lot. The caller stated the dogs did not appear to moving. Police attended and found the vehicle running with the air conditioning on. Police were satisfied that the dogs were not in any distress and cleared the scene.

A call was received from 7-Eleven requesting police to attend as there was a female in the store who appeared to be high on drugs. The female was reported to be acting strange and appeared to be extremely paranoid. The female left driving in a vehicle with a description provided to police. Police attended to the area but were unable to locate the vehicle.

July 9 – A resident of Albert Street reported someone looking into his window shortly after midnight. The complainant chased away the suspect who fled on foot. The complainant was able to provide a description of the suspect to police. Police later received a report shortly before midnight from the same resident of someone trying to break into their home. Police searched the area but were unable to locate anyone nearby. While police were investigating this incident, a report was received from another resident of Victoria Street who stated someone had broken into their garage. There was no forced entry to the garage and nothing was stolen, but the complainant believed the intruder may be the same suspect involved in the Albert Street incidents.
