Ken Werbiski feels it's a good budget, despite running a roughly $20 billion deficit.

"Sometimes, in order to make investments, you have to spend money," he says, "It's the same, whether it's the federal budget, provincial budget, or your household budget. Sometimes you need to invest money to make things work better."

Werbiski doesn't believe small business will carry the tax burden of paying the deficit.

"In January of 2018, the small business tax rate went 10.5%, to 10%," he says, "And then January 1st of 2019, it went from 10% down to 9%. So, as of now, the combined federal-provincial rate on small business tax is the lowest of all the G-7 countries."

Werbiski stresses the government plans shift the tax burden to larger businesses.
