The following is the Winkler Police Service Report for the period of January 16 to January 22, 2017, as submitted by the department.

A total of 64 files were opened for the week of January 16th to the 22nd.  The following is a sampling of these files:

January 17:  At approximately 2:55 p.m., a 28-year-old female was arrested at an apartment on Royal Crescent after being found violating conditions of a Recognizance issued by a Judge in August, 2016.  The female was charged with two counts of Breach Recognizance and was remanded into custody with a court appearance in Portage la Prairie on January 19th, 2017.

January 18:  At approximately 1:30 a.m., officers on patrol observed a vehicle traveling on Roblin Boulevard East with a damaged tail light.  Officers pulled the vehicle over and queried the licence plate, learning that the vehicle registration was inactive.  The driver was identified and it was confirmed that his driver’s licence was suspended indefinitely.  Provincial Offence Notices for Driving an Unregistered Vehicle and for Driving While Disqualified were served on the driver and the vehicle was impounded for 30 days.

January 20:  Throughout the afternoon, our office received a number of calls through Provincial 911 from a female who insisted that she was accidentally phoning 911 and did not need assistance.  At approximately 4:55 p.m., police located the female, who was sitting in the lobby of an office on Main Street.  Officers found the female to be heavily intoxicated and she was subsequently arrested under the Intoxicated Persons Detention Act.  The 51-year-old female was held overnight till sober and released early the following morning.

January 21:  At approximately 1:09 a.m., officers responded to a local apartment building after receiving a call from a tenant who reported loud yelling and banging noises from a neighboring suite.  Police attended this suite and spoke with the occupants, learning that a male inside was heavily intoxicated and had been yelling and striking walls.  Police received cooperation from the intoxicated male who agreed to cause no further disturbances.

At approximately 2:11 a.m., police received a call from an individual calling on behalf of a local business.  Police were advised that the caller was conducting overnight surveillance at the business due to recent copper wire thefts.  The caller reported that two suspects had just broken into the building and were presently inside attempting to steal copper wire.  Winkler Police Service members, with assistance from members of the Morden Police Service, attended and surrounded the building.  When officers entered the building, they located two suspects who were in the process of handling large quantities of copper wire.  A 29-year-old female resident of Reinfeld was arrested and later released on a Promise to Appear in Morden Provincial Court on March 21, 2017.  She will be charged with Break, Enter, & Commit Theft, Possess Break-in Instruments, and Possess Methamphetamine.  A 24-year-old male resident of Reinfeld was also arrested and charged with Break, Enter & Commit Theft, Possess Break-in Instruments, Possess Methamphetamine, and two counts of Breach Probation.  He was remanded into custody and will appear in Portage la Prairie Provincial Court on Monday, January 23, 2017.

At approximately 5:45 a.m., officers were called to a dispute at a local gas station.  When officers arrived, they learned that a consensual fight had taken place between two adult males who were arguing over a female who was also present.  One of the males was found to be heavily intoxicated and to be suffering from facial injuries resulting from the altercation.  This male was transported to hospital by ambulance and after being treated at hospital, he was taken into custody under the Intoxicated Persons Detention Act due to his high level of intoxication.  The male was released later in the day once sober.  No charges were laid as a result of this incident and both males were cautioned for causing a disturbance.
