The City of Winkler is discouraging home-based tattoo parlours and microblading services, a form of permanent makeup.

Based on Manitoba Health's recommendations, the city's planning department says concerns stem from the difficulty of making inspections and hygienic requirements.

"Simply, it's much more difficult to control," Winkler Mayor Martin Harder says.

Because inspections are unannounced, Public Health Inspector Steven Hancock suggested it could be difficult to regulate as the owner may not have predictable hours of operation.

"You don't want to invade a home, rather you want to do it on a commercial location," Harder explains.

However, the planning department supported allowing tattoo parlours and microblading in certain commercial zones.
