The wet fall has caused some unseasonable overland flooding in the R.M. of Morris.

Excess rain in September and last weekend's major snowstorm have not only saturated the land but have caused the Red River to rise for a second time this year.

"We have some backup happening, not only because of the high water that's coming down the Red as a result of all the rain and snow but also because of the operation of the (Winnipeg) floodway," said Reeve Ralph Groening. "That has backed up water onto farmers' fields, a challenge that they are now dealing with."

The wet conditions have also wreaked havoc on the municipality's rural road infrastructure. Groening said the roads are in "awful shape" and in muddy conditions, which is creating challenges for residents and their public works crews.

"We are waterlogged and conditions are saturated which means we need to prepare for the potential of a spring flood event."

Groening commended ratepayers in the municipality in the way they dealt with the snowstorm, over half of whom were without power for more than two days.
