The R.M. of Stanley has approved the use of Commissionaires, a Canadian security company to enforce its by-laws.

Until now, any complaint that has come into the R.M has been dealt with by office staff, taking up time and resources.

Trained professionals from Winnipeg, Stanley Reeve Morris Olafson says Commissionaires will be called upon on a case-by-case basis.

After exploring a number of options, including partnering with the Municipality of Rhineland to jointly hire a by-law officer, Stanley council felt engaging with Commissionaires was the way to go. "It's so hard to find that individual to do the job who has the credentials . . . We're not a training facility," said Olafson.

Olafson said Commissionaires have trained people, who know how to interact with individuals and know their boundaries, making it a much better route to go.

"Commissionaires are a very well respected group and we have done our homework on these people to say, yes they are doing their job in the different municipalities and nobody has a complaint about them."

Olafson says they plan to approach enforcement slowly. "It's not that we're out to clean up everything that's out there right away or anything like that, but it will have a soft start, they (Commissionaires staff) will go out complaint based, and try and remediate any issues."

The contract with Commissionaires will begin effective, June 1st.

The R.M. anticipates spending between $15,000 - $20,000 on by-law enforcement for 2019.

Olafson, says council also approved some changes to a number of their by-laws which were "old" and needed refreshing. "It made them fit better for what is realistic."
