Winkler's massive wastewater treatment facility project has finally gone back to tender. Mayor Henry Siemens confirmed the news during his State of the City address delivered at the Winkler & District Chamber of Commerce annual meeting Thursday afternoon.
    
The project was sent back to the design phase in May 2022 after initial bids came back substantially higher than the $48 million approved and secured for the project. The City also had to re-apply for funding that had already been granted. 

Siemens says getting to this point has been a bit like the popular movie, Groundhog Day.

"We keep doing the same thing over and over and over again, trying to move projects forward. We spent lots of time going back and working on the drawings, trying to have pricing that makes sense and getting them to that 95 per cent stage so we can use them to get accurate pricing, has been a challenge at times."

The Mayor added, it's exciting to finally say that the project is going to tender and now, it's a matter of waiting. 

"We expect about a four-to-five-week period, unless people look for an extension, to put that pricing together. We're a little bit on pins and needles hoping that this one will come in very close to our budget number."

Coming in at a budget of $50 million, Siemens says this is the biggest project the City of Winkler has ever embarked upon. Once complete, the plant will service the community to a population of 25,000 people. "It's a vital project. It's a really important project," he added.
