After much investigation, it has been determined that a major Christmas time water leak on a main line from the Morris treatment plant is in fact, underneath the Red River. Discovered at the end of December, the situation resulted in low flow and low pressure east of the river, and a boil water advisory was issued for three municipalities on Christmas Eve.

Archibald. "Unfortunately, there were a couple of individuals that are still in a boil water situation because of the configuration of the pipe, we can't put the chlorine levels high enough for them."

Cost of the repair/replacement project is expect to ring in between $250,000 and $400,000, plus the price of engineering.
